Same effect as far as the average person is concerned. Whether "pushed" or "pulled", it is not happening. Single point of origination vs multiple points of receiving. Something is broken somewhere, not everywhere.

They are NEVER "propogated". They are querried and then will be cached for the TTL time. No DNS Resource Records (RR) are ever "propogated". DNS is a distributed on-demand database. ONLY the "Authoratative" nameservers ever have permanant RR records for the zone.
