i used to have at my old place a d-link that work good without problem here i use cable modem from this firm ... http://www.hot.net.il//heb/Internet/services/hotbox2/ and i do ipip without problem at the guy we have troubles we have the DGN2200 router and it doesnt work the cisco tunnel interface see no incoming packets he changed now to siemens dsl modem SL2-141 and still no packet coming from UCSD we will try to make a tunnel between our-self and try to debug ...
