Most consumer routers only pass TCP and UDP without customized firmware. If you have the Version 1 device, it is compatible with OpenWRT, see:

I suggest using devices known to pass IPENCAP traffic.

For reference purposes, I am using a FritzBox 7270 for my Internet access. By trial and error, I have proven that the Fritzbox does pass IPENCAP traffic if you use the "Exposed Host" option. I made my AMPRNET router (a R-Pi) the exposed host, and tunneling works perfectly.
Additionally, for reference:
- Some D-Link devices have the: TCP, UDP, and an OTHER option. Selecting "OTHER," entering your destination LAN IP, and placing the number "4" in the field will NAT IPENCAP.
- All DD-WRT, OpenWRT and Microtik devices are known to accept DNAT configurations for IPENCAP.
- Any device that can accept a DNAT rule for IP Protocol Numbers (specifically, IP Protocol Number 4/IPENCAP) should work also.

i used to have at my old place a d-link that work good without problem
here i use cable modem from this firm ... http://www.hot.net.il//heb/Internet/services/hotbox2/
and i do ipip without problem
at the guy we have troubles we have the DGN2200 router and it doesnt work the cisco tunnel interface see no incoming packets
he changed now to siemens dsl modem SL2-141 and still no packet coming from UCSD
we will try to make a tunnel between our-self and try to debug ...
I wish there were more good debugging tools for IPIP
