[44net] ipip tunnel problem for new gateway

I think we have explained you many times that this is NOT a correct config. People have helped you with setting up working alternatives, someone has even gone all the way to write software for a commercial router to work as an AMPRnet tunnel router. All that effort seems to have gone to waste. You are still deploying those Cisco routers with only a default route. It's a shame.
