In addition to the /20 I manage for IRLP, I have two /23. One is advertised into BGP by my local DC provider. The other is not advertised anywhere. It is isolated, although I do use it for connectivity to my advertised /23.
Point being, that many networks are not Internet connected at all, even though they are in use privately.
