There are several solutions for that
i did it with Cisco 20 years ago and I know that there is at least one gateway that use
Cisco active and running now
So im not the first one who use Cisco

Maybe you will be able to get it to work between your net-44 network and outside internet,
but to
get connectivity to the other IPIP gateways will be very difficult for you.
Getting an IPIP gateway to work requires some understanding of networking and system
configuration,
and it is a lot easier to do it on Linux than on your Cisco. But in any case you will
need to study the
matter and learn how to solve problems.
In fact, that is most of the fun. As soon as it starts working, it is time to move on to
other things...
When you don't like it, you have probably chosen the wrong project.
