From my commercial IP address, I can ping your 44.62.1.9 address and get a response. I can not telnet into it though.
From my 44.2.14.1 address I DO NOT get a response to ping attempts to 44.62.1.9.

Just to be clear, telnet would need to be to port 4000 and log in is your call. My uronode perms are tight for internet connects at this point. I am using Linux node for testing purposes.
