My first post to this list :-) For what it is worth, I switched to Comcast blast awhile ago and could no longer update NTP from the Internet. Ping to servers worked. Funny, NTP was specified to pass their default firewall via a supplied rule. My solution was to call and turn their combo router/modem into a modem only and use my old router..
