Last autogenerated encap.txt in /var/lib/ampr-ripd here is dated Aprl 19th 2016.
Not sure if it is my ISP to blame since other VPNs I have seem to be working OK.

RIP is working on my router with fixed IP. Last broadcast is 1 minute old... But on my dynamic IP gateway, the last encap is from 2rd of May, 21:20, and there is no gateway traffic.
There may be a problem on the amprgw resolving dynamic IPs as broadcast targets.

It seems that in the Debian kernel 3.16.7-ckt25-2 the IPIP module is broken (release was on the 8th of April).
I see incoming IP-4 ecncapsulated packets, including the RIP broadcasts, but they do not appear on the IPIP interface. For valid tunnels traffic is ok (I can ping/connect to those hosts via the ipip interface).
After connecting via ucsd, at some point I got new routes and traffic flowing, as of the tunnel accepts only a kind of established/connected tunnels.
I'll keep investigating...

Sorry for the alert, but when I rebooted both my router and Linuxbox (Slackware 13.37 with kernel 2.6.37.6) RIP is back on now!
I was confused because I could ping many hosts, but not all and also because my ip at the portal was correct.

I had forgotten that I must check the autogenerated encap.txt but when I re-read the instuctions it clicked and I checked /vr/lib/ampr-ripd directory!
In the ampr-ripd I use my amprnet ip, like this;
